SDHDA Awards $9.2 Million for Affordable Housing in South Dakota

PIERRE, S.D. (12/11/19) –

South Dakotans will be seeing additional housing development and preservation across the state. South Dakota Housing Development Authority’s (SDHDA) Board of Commissioners approved the award of more than $9.2 million in funding for housing activities.

The developments will receive $2.7 million in Housing Tax Credits, $2.9 million in HOME Investment Partnership Program funds, $1.5 million in Housing Opportunity Funds and $2.1 million in Housing Trust Funds.  

The 26 projects funded will provide South Dakotans with 268 newly constructed and nine rehabbed multifamily housing units and 22 single-family housing units. In addition, 50 individuals and families will be provided with down payment assistance, 18 individuals and families will be provided with home improvement assistance and 41 individuals and families will be provided with homelessness prevention assistance.

“Each year we have a high level of competition for our housing development funds,” said Executive Director Mark Lauseng, “and this year was no exception with SDHDA receiving 36 applications requesting more than $17 million.”

Funded applications include multifamily developments in Eagle Butte, LaPlant, Rapid City, Sioux Falls and Vermillion. Funded single-family developments will be located in Hot Springs, Kimball, Mitchell, Parkston, Rapid City, Sioux Falls, Watertown and Yankton.

“The projects funded will result in over $50 million in total development costs, preserving and strengthening South Dakota’s housing stock,” said David Pummel, SDHDA board chairman. “They will help low-income families, elderly residents, individuals with disabilities and homeless citizens with a place to call home.”

Development name: Arbor Ridge Senior Apartments II
Development location: TBD S. Foss Avenue, Sioux Falls

Housing Tax Credits reserved: $640,000 ($5,644,800 in HTC equity)
HOME Funds reserved: $685,000
Development summary: The new construction of a three-story apartment building containing 61 housing units for persons 55 and older at or below 60 percent of the area median income. There will be 35 one-bedroom units and 26 two-bedroom units.

Development name: Black Hills Works Rehabilitation Center - Sitka
Development location: 3603 Sitka St., Rapid City
Developer: Black Hills Works, Inc.
Housing Trust Funds reserved: $500,000
Development summary: The rehabilitation of a group home consisting of nine housing units for persons with a disability at or below 50 percent of the area median income for Pennington county. There will be eight one-bedroom units and one two-bedroom unit.

Development summary: The new construction of an apartment building consisting of six housing units for families with children at or below 30 percent of the area median income for Dewey county. There will be one one-bedroom unit, three two-bedroom units and two three-bedroom units.

Development summary: The new construction of three apartment buildings consisting of 36 housing units for persons at or below 60 percent of the area median income. There are 14 two-bedroom units and 22 three-bedroom units. Two units will be market rate and one unit will be the onsite manager’s unit.
