$11.8 Million Awarded for Affordable Housing in South Dakota

PIERRE, S.D. – South Dakota Housing Development Authority’s (SDHDA) Board of Commissioners recently awarded more than $11 million to assist South Dakotans with newly constructed multifamily housing, single family housing, homebuyer assistance, homeowner rehabilitation, and homelessness prevention.

The developments will receive $2.7 million in Housing Tax Credits, $4.4 million in HOME Investment Partnership Program funds, $2.8 million in Housing Opportunity Funds and $1.9 million in Housing Trust Funds.

The 24 projects funded will provide South Dakotans with 183 newly constructed multifamily housing units, eight single-family homes and rehabilitation for 36 multifamily housing units. The approved funding will provide downpayment assistance for 84 households, homeowner rehabilitation for 23 homeowners and provide services and financial support for 28 households who are homeless or at risk of becoming homeless.

“Funding is awarded annually to developers through a highly competitive application process,” said Executive Director Lorraine Polak. “This year was no exception, with 32 applications requesting more than $16 million.”

“The developments funded will result in over $40.7 million in total development costs, preserving and strengthening South Dakota’s affordable housing stock,” said Bill Hansen, SDHDA board chairman. “The affordable housing units will help low-income families, elderly residents, individuals with disabilities and homeless citizens with a place to call home.”

Development summary: The new construction of a DakotaPlex containing two three-bedroom units for individuals and families at or below 115 percent of the area median income for Edmunds county. The units will be placed on a crawl space and will each have a two-stall garage.

Development name: GB Villa Duplex
Development location: 400 3rd Ave. W., Lemmon
Developer: Lemmon Housing & Redevelopment Commission
Housing Opportunity Funds approved: $ 144,944
Development summary: The acquisition and rehab of an existing home that will be converted into a duplex containing one two-bedroom unit and one three-bedroom unit for individuals and families at or below 115 percent of the area median income for Perkins county.

Development name: Habitat for Humanity Black Hills Area – East Creek Village – Phase I
Development location: 1637 E. Saint Charles St., Rapid City

Development summary: The new construction of an apartment building containing 41 housing units for individuals and families at or below 60 percent of the area median income. There will be 18 one-bedroom units, 15 two-bedroom units and eight three-bedroom units. Rapid City Club for Boys will provide memberships and other services at the Club for residents.

Development summary: The new construction of a three-story apartment building containing 29 housing units for individuals and families at or below 60 percent of the area median income. There will be nine one-bedroom units, 12 two-bedroom units and eight three-bedroom units. Sioux Falls Family YMCA will make services and programs available to tenants.

Development summary: The new construction of six DakotaPlex units containing three bedrooms and two bathrooms. Two units will be for individuals and families at or below 115 percent of the area median income and four units will be for individuals and families at or below 120 percent of the area median income for Brule county. Each unit will have its own storage building.

Twelve units will be market rate. There will be 16 one-bedroom units, 14 two-bedroom units and 12 three-bedroom units.

Development summary: The new construction of a three-bedroom Governor’s House for expectant mothers that are homeless or facing homelessness and are clients of All About U Adoptions. The home will sit on a full basement with one bedroom, one bathroom, kitchen, living room, and some storage space for a full-time staff person/property manager to be able to live on the premises.
