DESCRIPTION: Primarily responsible for evaluating and monitoring the physical condition of multifamily properties to assure compliance with program and loan requirements as well as federal, state and local housing codes and regulations. Conduct physical inspections of sites throughout South Dakota. Review and analyze financial information on SDHDA-financed properties related to physical aspects of the property to ensure long-term viability and adherence to mortgage loan requirements. Respond to customer inquiries and complaints and help to resolve problems where appropriate.

QUALIFICATIONS: Successful candidate must possess analytical and negotiating skills and an assertive attitude towards relationship building. Must have a Bachelor’s Degree or an equivalent combination of education and experience. Experience in federal housing programs, multifamily property management, and knowledge of building codes preferred. Must have ability to communicate professionally and concisely, both orally and in writing. Individuals should be self-starters with a high degree of initiative and the ability to work independently and in teams. Must be able to track and complete work within multiple deadlines. Must have valid South Dakota driver’s license and have ability to travel extensively. Access to company vehicle available.

LOCATION: Pierre, SD (frequent statewide travel required)

STARTING SALARY: $25.07-$28.20 per hour. SDHDA pays 100 percent of employees health, dental and vision insurance plus a percentage of family coverage. Option for employer contributed Health Savings Account. Additionally, paid family leave, eleven paid holidays, and accrual of 15 vacation and 14 sick days annually. Participation in state retirement plan with SDHDA matching 6% and option to contribute to supplemental retirement.

DESCRIPTION: Primarily responsible for the administration of federal financing programs for the development of affordable housing in South Dakota. Successful candidate will conduct research; analyze applications for need, desirability, program requirements and financial feasibility; assist in preparing legal documentation and program allocation plans; and market the programs to potential development sponsors.

QUALIFICATIONS: Successful candidate must possess innovative financial, analytical, and negotiating skills; an assertive attitude towards relationship building; experience working with a variety of partners; and the ability to interpret federal and state regulations and communicate concisely, both orally and in writing. Knowledge of real estate mortgage lending is required with an emphasis in underwriting single and multifamily development in the affordable housing industry. Ideal candidate must have a bachelor’s degree in finance, accounting, business, real estate, or a related field and/or a combination of related education and experience which provides the requisite knowledge, skills, and abilities. Strong PC skills are required, including database and spreadsheets. Individual should be a self-starter with a high degree of initiative and the ability to work independently and in teams.

HOUSING MANAGEMENT OFFICER
SOUTH DAKOTA HOUSING DEVELOPMENT AUTHORITY

DESCRIPTION: Responsible for the evaluation and monitoring of federal financed properties to assure compliance with the federal housing program and management practices. Responsible for providing technical assistance to development owners and management agents, auditing tenant eligibility, and monitoring physical and/or financial condition of the projects to ensure compliance with program requirements. Respond to tenant inquiries and complaints and help resolve problems where appropriate.

DUTIES: Federal compliance reviews, physical reviews, program reporting.  Develop an overall knowledge of federal regulations and SDHDA policies and procedures pertaining to federal programs. Keep current on all updates and changes in the federal program requirements. Review and audit program documentation on-site throughout South Dakota and in Pierre office.

HOME REPAIR SERVICE TECHNICIAN
($500 HIRING INCENTIVE)

DESCRIPTION: Primarily responsible for repairs resulting from the delivery and installation of Governor’s Houses. The Governor’s House Program is a program funded by SDHDA, in which prison inmates at the Mike Durfee State Prison build low-cost, low-maintenance, energy efficient homes to income qualified individuals and families.

QUALIFICATIONS: Successful candidate must possess excellent customer service and trade skills; experience working with a variety of clients; general knowledge of home repair and improvement; and the ability to communicate professionally. The ability to fix sheetrock cracks, siding, shingles and alignment of doors a plus. Successful candidate must have a High School Diploma or GED or a combination of three years of related education and experience which provides the requisite knowledge, skills, and abilities.

LOCATION: Statewide, SD (travel within the state required)

STARTING SALARY: $16.60 - $18.67 per hour.SDHDA pays 100 percent of employees health, dental and vision insurance plus a percentage of family coverage.
